مشروع مرسوم جديد ألف دولار بدل الخدمة الإلزامية للمغتربين
انجزت وزارة المغتربين مشروع مرسوم يحدد البدل النقدي للمكلفين العرب السوريين والذين ولدوا في الدول العربية او الاجنبية واقاموا فيها اقامة متواصلة حتى دخولهم سن التكليف بمعدل ألف دولار اميركي.
وينص مشروع المرسوم على قبول البدل النقدي من المغتربين او المقيمين بقصد العمل خارج سورية سواء في الدول العربية او الاجنبية على ان يكون الاغتراب او الاقامة دائماً متواصلاً لمدة خمس سنوات على الأقل بعد دخول المكلف سن التكليف وحدد البدل النقدي لهذه الفئة بخمسة آلاف دولار كما تم تحديد البدل النقدي بخمسة آلاف دولار من السوريين الذين غادروا البلاد بقصد الدراسة على ان تكون اقامتهم دائمة لمدة خمس عشرة سنة على الأقل .
وفي الاسباب الموجبة قالت وزارة المغتربين: انه آثرنا تعديل عدة مراسيم ودمجها بمرسوم واحد تحقيقاً للعدالة بين المكلفين العرب السوريين المغتربين او المقيمين خارج سورية اذ لا يوجد مبرر حقيقي عملي واقعي للتفريق بين المغترب او المقيم في الدول العربية او في دول امريكا اللاتينية او في الدول الاجنبية الاخرى.
